NEW ORLEANS (AP) ? Ray Rice has known nothing but winning since he came into the NFL.

For Frank Gore, it took a while.

Two running backs with contrasting styles and story lines will be on display at this Super Bowl, but they have one thing in common ? plenty of respect for each other.

"To battle through what he's been through? He's a warrior," Rice said Monday evening, shortly after the Baltimore Ravens arrived in the Big Easy. "Hats off to my man Frank."

Gore, the leading rusher for the San Francisco 49ers, also was generous with the praise.

"He does it all. I love to watch him," Gore said of his Ravens counterpart. "When I saw him in college, I knew he was going to be a pretty good back in the league."

They both are.

But, boy, they sure took different paths to get here.

The 29-year-old Gore has endured plenty of losses, personal heartache (losing his mother to kidney failure) and a startling string of injuries that might've broken a lesser man. He tore up both knees in college at the University of Miami, prompting him to wonder if "football wasn't for me." Shaking off the doubts, he was drafted by the 49ers, but needed major surgery on both shoulders after his rookie campaign. Later, he lost part of another season to a hip injury.

Even harder to take, Gore played on a series of bad teams. Really bad teams. His first six years in the league, the 49ers failed to post a winning record ? which was especially hard for him to take, considering he had known nothing but winning with the Hurricanes.

"It was tough, real tough," Gore said. "I would see some guys ? who are not here anymore ? after we lost, and they would just be like, 'Whatever.' I was not used to that. If we lost one game at Miami, it was like our season was over."

One of his teammates, fullback Bruce Miller, has noticed the determination in Gore's eyes as the team prepares to face the Baltimore Ravens in the title game Sunday.

"It means a lot to him," Miller said. "In meetings and at practice, you can see how intense and focused he is. He's worked hard for it."

For Rice, the road has been much smoother.

Since he was drafted in 2008 out of Rutgers, the Ravens have made the playoffs every season, including three trips to the ACC championship game. This season, they got over that hump with a major upset at New England.

"I've been blessed and fortunate," Rice said.

Rice is a slasher of a back, darting through the smallest of openings to break off big gains. He's rushed for more than 1,000 yards four years in a row and is just as valuable in the passing game, recording more than 60 receptions each of those seasons, as well.

In a November game at San Diego, he provided one of the most memorable plays of 2012. With the Ravens down by three and facing fourth-and-29, he hauled in a pass just past the line of scrimmage, swerved away from three defenders, broke a tackle that would have clinched the victory for the Chargers and lunged just beyond the first-down stripe for a 30-yard gain.

The Ravens kicked a tying field goal, then won the game in overtime.

Gore is a power back, someone who can churn out the tough yards between the tackles. That style has served him well; he's run for more than 1,000 yards six of the last seven seasons and become San Francisco's career leader in rushing touchdowns.

"We always credit Frank with the tough yards," Miller said. "He doesn't get the easy runs. It's up the middle, three or four yards a carry. But he just continues to move the chains. That's why we're here."

Despite their lofty numbers, both running backs are a bit overlooked heading into the title game.

In San Francisco, quarterback Colin Kaepernick and the pistol offense are all the rage. For Baltimore, much of the attention is focused on retiring linebacker Ray Lewis and quarterback Joe Flacco, who has finally escaped his playoff demons.

"When you look at the criticism that Flacco has been through, and you see what a young quarterback like Kaepernick is doing, I would make them the headlines, too," Rice said. "I'm just being honest."

But, chances are, Rice and Gore will have a significant impact on the outcome Sunday, especially since their rookie backups ? LaMichael James in San Francisco, Bernard Pierce in Baltimore ? emerged as major threats late in the season and playoffs, taking some of the load off the two starters.

"It keeps me fresh," Gore said. "Early in my career, I probably wouldn't have liked it. Now, it gets me ready for the fourth quarter. When the defense is wearing down, that's when I get going."

All the warm and fuzzy feelings will be put on hold in the Super Bowl.

But no matter who's hoisting the trophy at the end of the game, Gore and Rice will remain fans of each other.

"We don't have to hit each other," Rice quipped. "I'd like to win on Sunday. I don't want to see him do good on our defense. But any other time I watch Frank Gore do well, I'm happy for him."

DURHAM, N.C. -- Patients with early stage breast cancer who were treated with lumpectomy plus radiation may have a better chance of survival compared with those who underwent mastectomy, according to Duke Medicine research.

The study, which appears online Jan. 28, 2013, in the journal Cancer, raises new questions as to the comparative effectiveness of breast-conserving therapies such as lumpectomy, where only the tumor and surrounding tissue is surgically removed.

Our findings are observational but do suggest the possibility that women who were treated with less invasive surgery had improved survival compared to those treated with mastectomy for stage I or stage II breast cancer, said E. Shelley Hwang, M.D., MPH, chief of breast surgery at Duke Cancer Institute and the studys lead author.

Taking advantage of 14 years of data from the California Cancer Registry, a source of long-term outcome data for women diagnosed with and treated for breast cancer in California, the research team found improved survival to be associated with the less invasive treatment in all age groups, as well as those with both hormone-sensitive and hormone-resistant cancers. Women age 50 and older at diagnosis with hormone-sensitive tumors saw the largest benefit of choosing lumpectomy plus radiation: they were 13 percent less likely to die from breast cancer, and 19 percent less likely to die from any cause compared with those undergoing mastectomy.

Prior randomized trials have shown that when it comes to survival, lumpectomy with radiation is as effective as mastectomy in treating early stage breast cancer. As a result, the rate of women electing lumpectomy with radiation has climbed in the past few decades.

However, a recent trend has emerged with more early stage breast cancer patients, often younger women with very early cancers, opting for mastectomy. These women may perceive mastectomy to be more effective at eliminating early stage cancer and therefore reducing the anxiety accompanying long-term surveillance.

Given the recent interest in mastectomy to treat early stage breast cancers despite the research supporting lumpectomy, our study sought to understand what was happening in the real world, how women receiving breast-conserving treatments were faring in the general population, Hwang said.

The team analyzed data from 112,154 women diagnosed with stage I or stage II breast cancer between 1990 and 2004, including 61,771 who received lumpectomy and radiation and 50,383 who had mastectomy without radiation.

A subset analysis limited to women with stage I cancer only showed consistent results.

The hopeful message is that lumpectomy plus radiation was an effective alternative to mastectomy for early stage disease, regardless of age or tumor type, said Hwang. Our study supports that even patients we thought might benefit less from localized treatment, like younger patients with hormone-resistant disease, can remain confident in lumpectomy as an equivalent and possibly better treatment option.

The authors emphasize that observational studies such as this one cannot establish causality between type of surgery and outcome and that longer follow up is needed. Nevertheless, this is a provocative observation that requires more research to understand whether patient factors that were not available for analysis might contribute to these observed survival differences.

DURHAM, N.C. -- Patients with early stage breast cancer who were treated with lumpectomy plus radiation may have a better chance of survival compared with those who underwent mastectomy, according to Duke Medicine research.

The study, which appears online Jan. 28, 2013, in the journal Cancer, raises new questions as to the comparative effectiveness of breast-conserving therapies such as lumpectomy, where only the tumor and surrounding tissue is surgically removed.

Our findings are observational but do suggest the possibility that women who were treated with less invasive surgery had improved survival compared to those treated with mastectomy for stage I or stage II breast cancer, said E. Shelley Hwang, M.D., MPH, chief of breast surgery at Duke Cancer Institute and the studys lead author.

Taking advantage of 14 years of data from the California Cancer Registry, a source of long-term outcome data for women diagnosed with and treated for breast cancer in California, the research team found improved survival to be associated with the less invasive treatment in all age groups, as well as those with both hormone-sensitive and hormone-resistant cancers. Women age 50 and older at diagnosis with hormone-sensitive tumors saw the largest benefit of choosing lumpectomy plus radiation: they were 13 percent less likely to die from breast cancer, and 19 percent less likely to die from any cause compared with those undergoing mastectomy.

Prior randomized trials have shown that when it comes to survival, lumpectomy with radiation is as effective as mastectomy in treating early stage breast cancer. As a result, the rate of women electing lumpectomy with radiation has climbed in the past few decades.

However, a recent trend has emerged with more early stage breast cancer patients, often younger women with very early cancers, opting for mastectomy. These women may perceive mastectomy to be more effective at eliminating early stage cancer and therefore reducing the anxiety accompanying long-term surveillance.

Given the recent interest in mastectomy to treat early stage breast cancers despite the research supporting lumpectomy, our study sought to understand what was happening in the real world, how women receiving breast-conserving treatments were faring in the general population, Hwang said.

The team analyzed data from 112,154 women diagnosed with stage I or stage II breast cancer between 1990 and 2004, including 61,771 who received lumpectomy and radiation and 50,383 who had mastectomy without radiation.

Bipartisan Senate group proposes broad immigration plan

WASHINGTON (Reuters) - A bipartisan group of U.S. Senators has agreed on a framework for immigration reform that would provide a "path to citizenship" for those in the United States illegally but only after measures are put in place to secure borders and track undocumented immigrants.

The document, made available to news organizations early on Monday and first reported by Politico, comes a day before President Barack Obama is to outline his proposals for immigration reform.

An outline of the proposal, which has not been put in legislative form, said it would allow those in the United States illegally to register with the government, pay a fine, and then be given probationary legal status allowing them to work.

Ultimately, they would have to "go to the end of the line" and apply for permanent status, according to the document drafted by eight Senators including Republican Marco Rubio of Florida and Democrat Charles Schumer of New York.

No one would be given more permanent legal status until new measures were implemented to stem the flow of immigrants across U.S. borders.

The path to citizenship would be "contingent" on setting up a new system for securing U.S. borders and new enforcement measures to track the status of immigrants who may have overstayed visas, the framework document said.

The proposal resembles previous immigration bills-including a 2007 measure that died in Congress in part because of disagreement over the timing of border enforcement measures versus so-called "path to citizenship" provisions for some of the 11 million undocumented migrants.

When I first reviewed the Planet Hunters Web site in January 2011, the project was in its infancy. The site and its navigation had some bugs to work out. But it had a compelling yet seemingly quixotic premise: That a group of volunteers, peering in Web browsers at graphs of stars' brightness based on public data from NASA's Kepler planet-hunting telescope, might be able to discover planets that Kepler's own search algorithms may have missed.

Two years later, that concept has been borne out beyond any skeptic's wildest imaginings. In September 2011, Planet Hunters announced its first two planet candidates, and soon after announced several more. The project's first confirmed discovery?a planet circling a binary star in a quadruple star system?came in fifth on CNN's list of the top 10 science stories of 2012.

In January 2013, the project announced a second confirmed planet?a Jupiter-sized world orbiting in the so-called habitable zone of a sunlike star?as well as 42 new planetary candidates, including 15 in their respective stars' habitable zones. These worlds?ranging in size from about 2.5 Earth radii up to slightly larger than Jupiter?are too large to support life as we know it, presumably being gas giants, they may well have large moons.

Planet Hunters volunteer Kian Jek was recently awarded the Chambliss Amateur Achievement Award, the American Astronomical Society's most prestigious award given annually to an amateur astronomer, for his work on behalf of the project. Kian, one of the two hunters credited with Planet Hunters' initial confirmed discovery, is one of a small cadre of skilled volunteers that have supported the Planet Hunters science team?who, although professionals, also volunteer their time to work on this project? by vetting and cataloguing potential planetary candidates, modeling stellar and planetary systems, keeping tabs on exotic variable stars such as ?heartbeat binaries? and dwarf novae, as well as tracking unlisted eclipsing binary systems in which a pair of stars orbit each other in our line of sight, each eclipsing the other in turn.

I?ve participated in a number of ?citizen science? online astronomy projects over the years, but none ?has sparked my imagination like Planet Hunters, which lets anyone with a computer and an Internet connection take part in one of modern science?s great quests: the search for planets orbiting other stars. On the Planet Hunters site, you can look for signs of these so-called exoplanets in public data from NASA?s Kepler mission. If you?re among the first to report a new planet, you get credit for the find and in some cases can have your name appear as a co-author on the discovery paper.

Planet Hunters is a collaboration between Yale University and the Zooniverse, a Web hub that hosts a number of citizen science projects. It got started with astronomy projects, the first being Galaxy Zoo, in which the public was enlisted to classify galaxies in images from the Sloan Digital Sky Survey; it?s since added others such as Moon Zoo and Solar StormWatch. Nearly half of the 14 Zooniverse projects are astronomy related; of the others, one of them, Cell Slider focuses on identifying cells for cancer research; others are related to tracking wildlife, climate science, and studying the ancient Greeks. ?Although Planet Hunters isn?t officially connected to the Kepler mission, there are close ties and cooperation between the two.

150,000 Points of Light

Kepler, a space telescope, was launched in March 2009, tasked with ??exploring the structure and diversity of planetary systems?.? (by discovering them), looking in particular for Earth-sized planets, and worlds in a star's habitable zone. After Kepler completed its basic mission in 2012, the mission was extended for another 3 years.

Kepler uses the ?transit method? for planet hunting, searching for tiny dips in a star?s brightness caused by the passage (transit) of a planet in front of the star. Kepler repeatedly (every 29 minutes) images the same star field near the constellation Cygnus showing more than 150,000 stars, using a photometer to precisely measure each star's brightness. These readings generate light curves?plots showing variations in a star's luminosity over time. A transit shows as a string of data points descending below the star's light curve. Kepler uses search algorithms to find transits in its data?so far it's credited with more than 100 exoplanet discoveries, and has published a list of more than 2,700 planet candidates.

But Kepler monitors a huge variety of stars: some of constant brightness, others that flicker erratically or pulsate like clockwork. Eclipsing binaries?two stars that orbit each other and periodically eclipse one another?often show transits similar to those from planets. Although Kepler's planet search algorithms are very good at detecting prospective planets, they don?t catch everything, and the human eye has been shown to be better at detecting anomalies in some pattern-recognition tasks than a computer. That's where Planet Hunters comes in. Having multiple participants view each image greatly improves the odds of not missing a world.

Former NYC mayor Koch released from hospital

NEW YORK (AP) ? Former New York City Mayor Ed Koch (KAHCH') is back home after a weeklong stay in a hospital.

The 88-year-old Koch was admitted to NewYork-Presbyterian/Columbia hospital last Saturday with fluid in his lungs and swollen ankles.

He had been originally set to be released Monday, but his doctors sent him home early on Saturday.

Koch says he was delighted to go home. He says he expects to be back in his office at the beginning of the week.

Doctors have told Koch to reduce his salt intake.

(AP) ? Recent satellite photos show North Korea could be almost ready to carry out its threat to conduct a nuclear test, a U.S. research institute said Friday.

The images of the Punggye-ri site, where nuclear tests were conducted in 2006 and 2009, reveal that over the past month, roads have been kept clear of snow and that North Koreans may have been sealing the tunnel into a mountainside where a nuclear device would be detonated.

But it remains difficult to discern North Korea's true intentions, as a test would be conducted underground.

The analysis was provided to The Associated Press by 38 North, the website of the U.S.-Korea Institute at Johns Hopkins School of Advanced International Studies. The latest image was taken Wednesday.

North Korea's powerful National Defense Commission declared its plans Thursday after the U.N. Security Council tightened sanctions in response to a December long-range rocket launch. It described the plans as part of a "new phase" of combat with the United States, which retains 28,000 troops in South Korea and which it blames for leading the U.N. bid to punish Pyongyang.

The North said a nuclear test was part of "upcoming" action but did not say exactly when or where it would take place.

38 North concludes that the Punggye-ri site, in the country's northeast, "appears to continue to be at a state of readiness that would allow the North to move forward with a test in a few weeks or less once the leadership in Pyongyang gives the order."

South Korean media have cited intelligence officials as saying technical preparations appear complete, and the North could be ready to test within days of making a decision to do so.

U.S. officials confirmed Friday that some trucks have been seen moving around the site. One official said the U.S. is not ruling out that the test could happen in the near future.

But the officials cautioned that, as in previous tests, because it would be done underground, the U.S. may not know much before it actually happens. Officials spoke on condition of anonymity because they were not authorized to discuss intelligence matters publicly.

In 2006, North Korea detonated a nuclear device just six days after it announced its plans to do so, and in 2009, 26 days after the announcement. Both tests came weeks after the U.N. Security Council had condemned it for long-range rocket launches.

"While the test site appears to continue to be at a high state of readiness, it's anyone's guess when a detonation might occur. The North Koreans may do it tomorrow, some other day or they may decide to wait until a meaningful date like Kim Jong Il's birthday on Feb. 16," said Joel Wit, a former U.S. State Department official and the editor of 38 North.

Anniversaries related to members of North Korea's ruling dynasty, such as former leader Kim Jong Il, who died in December 2011, are marked with great fanfare in the authoritarian nation.

In its assessment of the preparations at Punggye-ri, 38 North noted that there was considerable snowfall there in November 2012. It said subsequent clearing operations as well as tracks in the snow in the remote area reveal activity at buildings and on roads near the possible test tunnel.

A satellite image taken Jan. 4 shows 30 or more personnel, possibly soldiers or security guards, in formation in the yard of the main administrative buildings at the site.

A Dec. 24 image shows a pile of material in the same yard. Its purpose is uncertain, but it could be intended for sealing the tunnel. By the time of Wednesday's photo, the pile had shrunk, which could indicate operations have begun to seal the tunnel, according to the analysis.

Cat born without leg bones getting operation thanks to Facebook donors

Harvey, a 4-month-old kitten in Scotland born without bones in his front legs, is happy and healthy. But while his rare genetic condition could lead to spinal problems and other health issues later in life, the preventive surgery is expensive.

Doctors, however, will now be able to go ahead and insert metal pins into Harvey?s legs thanks to a successful fundraising effort from cat lovers on Facebook.

STV News reports that Harvey suffers from radial agenesis. His former owner put Harvey up for adoption on a pet website, stating that the kitten suffered from broken bones. When he was taken in by Scotland?s Cat Protection Glasgow branch, the staff quickly sussed out the real problem.

Cats Protection announced on its Facebook page that it was attempting to raise funds for an operation to help Harvey?and took in nearly $5,000 from hundreds of donors in less than two days.

It will take several months after the operation before Harvey is fully recovered. After that, Cats Protection will adopt him out to a permanent owner.

"He's a lovely wee thing, and because Harvey was born that way he doesn't know there's anything wrong with him,? Harvey's ?foster carer? Liz McCulloch told STV. ?So, he runs around on his elbows and happily plays with my other cat and dog."

S&P 500 on track for longest winning streak since '04

NEW YORK (AP) -- Stocks rose on Wall Street in afternoon trading Friday after Procter & Gamble and Starbucks posted strong earnings reports, putting the Standard & Poor's 500 index on track for its longest winning streak since 2004.

The Dow Jones industrial average rose 53 points to 13,878 as of 2:21 p.m. Friday. The Standard & Poor's 500 advanced seven points to 1,502. The Nasdaq gained 20 points to 3,151.

The S&P 500 broke through 1,500 Thursday for the first time since December 2007, following a drop in claims for unemployment benefits that added to evidence that the labor market is healing. The index is headed for an eighth consecutive gain, which would be the longest winning streak since November 2004.

Procter & Gamble, world's largest consumer products maker, gained $2.49 to $72.91 after reporting that its quarterly income more than doubled. P&G also raised its profit forecast for its full fiscal year. Starbucks rose $2.40 to $56.97 after reporting a 13 percent increase in profits.

"Earnings are growing," said Joe Tanious, a global market strategist at JPMorgan. "The bottom line is that corporate America is doing exceptionally well."

Tanious expects corporate earnings to grow at about 5 percent over the "next year or two," and stock valuations to rise. Currently, the S&P 500 is trading at an average price-to-earnings ratio of 14, below an average of 15.1 for the last decade, according to FactSet data.

Apple continued to decline, allowing Exxon Mobil to once again surpass the electronics giant as the world's most valuable publicly traded company. Apple fell 1 percent to $444.26, following a 12 percent drop on Thursday, the biggest one-day percentage drop for the company since 2008, after Apple forecast slower sales. The stock is now $257.84, or 37 percent, below the record high of $702.10 it reached Sept. 19.

Apple first surpassed Exxon in market value in the summer of 2011, grabbing a title Exxon had held since 2005. The two traded places through that fall, until Apple surpassed Exxon in early 2012.

Stocks have surged this month, with the S&P 500 advancing 5.4 percent this month. It jumped at the start of the year when lawmakers reached a last-minute deal to avoid the "fiscal cliff." Stocks built on those gains on optimism that the housing market is recovering and the labor market is healing. The Dow Jones is up 6 percent on the year.

Deutsche Bank analysts raised their year-end target for the index to 1,600 from 1,575.

Companies will be able to maintain their earnings even if lawmakers in Washington decide to implement wide-ranging spending cuts to narrow the budget deficit, the analysts said in a note sent to clients late Thursday.

The yield on the 10-year Treasury note, which moves inversely to its price, climbed 5 basis points to 1.91 percent.

Among other stocks making big moves.

? Halliburton gained $1.87 to $39.69 after posting a loss that was smaller than analysts had expected. The oilfield services company said fourth-quarter profits declined 26 percent to $669 million on increasing pricing pressure in the North American market and one-time charges from the Deepwater Horizon disaster. Wall Street had expected worse.

?Hasbro fell $1.45 to $37 after the toy maker said its fourth-quarter revenue failed to meet expectations because of poor demand over the holidays. The company plans to cut about 10 percent of its workforce and consolidate facilities to cut expenses.

? Green Mountain Coffee Roasters rose $1.10 to $44.88 after an analyst noted that sales of a competing coffee brewer introduced by Starbucks were getting off to a weak start.

North Korea to target U.S. with nuclear, rocket tests

SEOUL (Reuters) - North Korea said on Thursday it would carry out further rocket launches and a nuclear test that would target the United States, dramatically stepping up its threats against a country it called its "sworn enemy".

The announcement by the country's top military body came a day after the U.N. Security Council agreed to a U.S.-backed resolution to censure and sanction North Korea for a rocket launch in December that breached U.N. rules.

"We are not disguising the fact that the various satellites and long-range rockets that we will fire and the high-level nuclear test we will carry out are targeted at the United States," North Korea's National Defence Commission said, according to state news agency KCNA.

North Korea is believed by South Korea and other observers to be "technically ready" for a third nuclear test, and the decision to go ahead rests with leader Kim Jong-un who pressed ahead with the December rocket launch in defiance of the U.N. sanctions.

China, the one major diplomatic ally of the isolated and impoverished North, agreed to the U.S.-backed resolution and it also supported resolutions in 2006 and 2009 after Pyongyang's two earlier nuclear tests.

Thursday's statement by North Korea represents a huge challenge to Beijing as it undergoes a leadership transition with Xi Jinping due to take office in March.

China's Foreign Ministry called for calm and restraint and a return to six-party talks, but effectively singled out North Korea, urging the "relevant party" not to take any steps that would raise tensions.

"We hope the relevant party can remain calm and act and speak in a cautious and prudent way and not take any steps which may further worsen the situation," ministry spokesman Hong Lei told reporters at a regular press briefing.

North Korea has rejected proposals to restart the talks aimed at reining in its nuclear capacity. The United States, China, Russia, Japan and the two Koreas are the six parties involved.

"After all these years and numerous rounds of six-party talks we can see that China's influence over North Korea is actually very limited. All China can do is try to persuade them not to carry out their threats," said Cai Jian, an expert on Korea at Fudan University in Shanghai.

Analysts said the North could test as early as February as South Korea prepares to install a new, untested president or that it could choose to stage a nuclear explosion to coincide with former ruler Kim Jong-il's Feb 16 birthday.

"North Korea will have felt betrayed by China for agreeing to the latest U.N. resolution and they might be targeting (China) as well (with this statement)," said Lee Seung-yeol, senior research fellow at Ewha Institute of Unification Studies in Seoul.

U.S. URGES NO TEST

Washington urged North Korea not to proceed with a third test just as the North's statement was published on Thursday.

"Whether North Korea tests or not is up to North Korea," Glyn Davies, the top U.S. envoy for North Korean diplomacy, said in the South Korean capital of Seoul.

"We hope they don't do it. We call on them not to do it," Davies said after a meeting with South Korean officials. "This is not a moment to increase tensions on the Korean peninsula."

The North was banned from developing missile and nuclear technology under sanctions dating from its 2006 and 2009 nuclear tests.

A South Korean military official said the concern now is that Pyongyang could undertake a third nuclear test using highly enriched uranium for the first time, opening a second path to a bomb.

North Korea's 2006 nuclear test using plutonium produced a puny yield equivalent to one kiloton of TNT - compared with 13-18 kilotons for the Hiroshima bomb - and U.S. intelligence estimates put the 2009 test's yield at roughly two kilotons

North Korea is estimated to have enough fissile material for about a dozen plutonium warheads, although estimates vary, and intelligence reports suggest that it has been enriching uranium to supplement that stock and give it a second path to the bomb.

According to estimates from the Institute for Science and International Security from late 2012, North Korea could have enough weapons grade uranium for 21-32 nuclear weapons by 2016 if it used one centrifuge at its Yongbyon nuclear plant to enrich uranium to weapons grade.

North Korea gave no time-frame for the coming test and often employs harsh rhetoric in response to U.N. and U.S. actions that it sees as hostile.

Its long-range rockets are not seen as capable of reaching the United States mainland and it is not believed to have the technology to mount a nuclear warhead on a long-range missile.

The bellicose statement on Thursday appeared to dent any remaining hopes that Kim Jong-un, believed to be 30 years old, would pursue a different path from his father Kim Jong-il, who oversaw the country's military and nuclear programs.

The older Kim died in December 2011.

"The UNSC (Security Council) resolution masterminded by the U.S. has brought its hostile policy towards the Democratic Peoples Republic of Korea (North Korea) to its most dangerous stage," the commission was quoted as saying.
