According to a source with the EU authorities, no practical steps are expected to be taken at the meeting. The meeting is a preparation for December summit, on which the new economic reforms are to be finalized.
The reforms include the establishment of the Bank Union, Monetary Union, the launch of economy stabilization mechanisms and the unification of responsibility on liabilities for the countries of the euro-zone.
EU summit opens amid Franco-German differences
European Union leaders on Thursday went into their first summit since the summer amid divisions between France and Germany on how to shore up economic and monetary union in the face of the eurozone crisis.
Leaders of the 27 member states began two days of talks shortly after a head-to-head meeting between conservative German Chancellor Angela Merkel and socialist French President Francois Hollande, who entered the summit together.

European Union President Herman Van Rompuy said Thursday he wants the leaders of all 27 EU member states to travel to Oslo to collect the Nobel Peace Prize.
"To mark this joyful occasion I hope all EU heads of state or government will be able to join celebrations in Oslo in December," Van Rompuy said at the start of an EU summit.?
